ejownz6 got it spot on imo. The song basically describes the very bland, by-the-numbers people born in the Silent Generation who only knew what they saw, and bored the rest of their friends/family. They would die alone, and no one would notice. Bowie wants people to make something with their lives, to 'fire away' with their opinions, and not just go with their lives completely silent.
