This song is about the speaker feeling resentment from someone that is close to her (most likely a parent, or family member) because of their stubbornness of their ways (religious/ cultish beliefs, moral compass, etc.) and how the loved one has always disapproved of the speaker as a result.
"Dust Hymn" stands for the old traditional belief of something, that in the eyes of the loved one, must true and has to be followed.
"Dear lie still along my old web, cursed by your dust filled hymn." the speaker is stuck in the past and the lingering disapproval of the loved one haunts her.
The "dew under the bed, where sweat and dreams have dread"- The speaker tries to put all her bad thoughts and anger behind but she knows those anxieties and harsh feelings still linger there.
