Building off of the thoughts of zrmotoracer, I think there are enough correlations between this song, released in 1995, and the Clinton Administration's Waco Massacre of the Spring of 1993.

One that he didn't mention is that Bill Clinton famously asserted that while he had smoked marijuana, he didn't inhale the smoke.

As the Branch Davidians (i.e. the folks massacred at Waco) were a Seventh Day Adventist sect, they eschewed alcoholic beverages, commonly called "firewater" and painkillers (e.g. "novocaine") which this song squarely puts outside the ambit of some group or place it refers to. This detail makes it strongly likely that this whole song is about or at least referential to the Clinton Administration and its Waco massacre.
