To me I get the impression it is about a boy who is simply a friend with a girl but wants a lot more out of the relationship.
The first verse hints that they aren't yet a couple, and that they may need some drunken courage to confess their love and kiss her.
The second verse suggests that the girl often confides in him (about ex boyfriends etc.) and that although he listens, he secretly does all this because he has deeper emotions for her (but won't / can't act on them).
