I think it's about an experience with modern warfare. The first lines talk about the aftermath of a bomb explosion and the ones that survived.

There are survivors They’re coming home They float in darkness They’re not alone Now here they come Now hear they come Now they will be received

The next lines are a flashback to the explosion.

No one could outrun the crash It was all reduced to rubble And then again to ash To the blinding burning light It’s no use to fight There’s no one out there

The next lines are the words from the people looking for survivors (possibly with a satelite?)

There was no signal from where you were All failed contact, no life disturbed Hovering above gravity’s lure

The next lines are about retaliation to the initial attack. They too have the "blinding light" which is the bomb mentioned likewise earlier.

We have the force to fight We have the blinding light We have the will to win Forever we’ll defend

The next lines are repeated twice, once for each side of the war. They are destroying nature with constant bombardment (and the runaway transmission may be referring to an EMP ) because it's more effective than just talking in their opinion (louder than words)

Knocking out the sun With a runaway transmission A force that can’t be heard Coming in louder than words

And finally the last lines are something I will stretch a bit more, I think that it's the war cries that were heard earlier from both sides, but the third line. "A war is more than heard" which I think it's the voice of reason, coming from a few reasonable people who are saying that the most important in war isn't who is heard more, but (possibly) who does the less damage to the non-fighting population.

We have the force to fight We have the blinding light A war is more than heard Coming in louder than words

And the rest is just repeating the war cries. (And at some point I think you can hear the words "no" twice which further supports my theory.)
