I take this as being about someone that the narrator deeply loves (romantic, friendship, family) and is trying to reach out to someone who holds their emotions close to them. That is, don't want to share or ask for help from others.
To me personally it comes across as a lover trying to get their partner to open up to them. Tell me what is wrong, but get no response. No matter what they say or promise the partner will not open up to them ... and this is getting to the narrator. They want to share their burdens, be supportive but to no avail.
