This is in reference to this man's ideologies that turned out to be correct, ("Forever shine") yet he wasn't able to share his knowledge and move humanity forward.

It could mean even though he was the dying man, the ones living should be more scared to be living in a world where knowledge is banned from existence. It could also be a mockery; "your power is so thin you're scared of anyone smarter than you because you know I'm right."
