Especially considering the previous songs in the album, it must be about the way humans destroy Earth by not using green energy because of the way the global industry works (tainted with deceit) or because of a nuclear war. We know what we're doing, yet we can't stop - "we give in to the end". Again and again we have concluded how detrimental our effect is on the environment, hence the name of the song.
One part that is noteworthy but possibly overlooked is "chosen survivors find security" - I remember there was a facility build especially in case of a worldwide disaster (nuclear war to be precise) to provide shelter for a select few.
