The song is explaining the adverse effects of democracy or the majority ruling and making decisions based on their desires instead of the idea that "rights" are not susceptible to the voting process or authority of large groups for the sake of having a large group. The individual is being warned not to become part of the "mob" because "you'll have nothing to say" and "they're breaking away" meaning the mob is taking over and your rights will begin to be taken away, bit by bit. By the end of the song, the person who has joined the mob, is once again warned that the same thing they are doing to others, can and will more than likely happen to them. By voting, let's say, you've taken away the rights of others and eventually that same thing is going to happen to you "Just remember it might start rolling and take you right back around", meaning the things you want to protect will one day be up for grabs by the majority/mob rules who you helped give power to taking those very things you love or want to protect, away. .
