I believe this song is about Layne Staley, lead singer of Alice in Chains.

When he says "I'd give you my wings. If they'd help you at all" i think he's referencing a line from Alice in Chains's song Down in a Hole, where he says "I'd like to fly but my wings have been so denied". Also, the line, "you were dreaming about alice, but got wrapped up in her chains". In addition the line about the city being cold from the heated needle might reference his heroin addiction, as well as the second to last line " You were walking one tight rope but you were too young to care" since layne had always knew that heroin would lead to his death at an early age and in fact did. Finally, the line "And you said, "hey man don't follow, " Oh but I was already there" references Alice in Chains' song "don't follow"

@vinsanity1911 I fee like your spot on, we just lost one of ours to a heroin overdose. Never heard the tune before this morning but it totally resonated with me as soon as I heard the first line. He was my Son's (with his own wings) best friend, "he followed"
