I believe it to mean that you cannot run away from your problems at home and/or the things you think need to change. If you go away from where you are and come back to find things are not to your liking; you can blame yourself (in part) for not becoming involved in the change you're seeking. The safe-haven you run to has problems of their own, and you can't take that onto your next escape route.
