This song is not about drugs. He is singing about a girl.
He really likes this girl, and sleeps with her. She then leaves, and she is off seeing other guys.

Crack of dawn Cindy's movin' on Talking Cindy to everyone Til she's had her fun

She is a slut and not interested in being monogamous with the singer. This really hurts him because he really likes her. It hurts him that she won't be exclusive with him, but he likes her too much to just end it.

She has me We twist the sun and sea Still she's talking to everyone Cindy's had her fun

Though I've heard it before Still I need you more and more But I just can't get away Cindy kills me every day

He thinks she is really sweet and it kills him that she could go sleep with other guys between hooking up with him. He tries his best to win her heart but is failing. She just looks through him to other guys. She wants to keep hooking up with the singer and seeing other guys at the same time. This causes his feelings for her to be painful, like a knife in his head.

And I tried and I tried But you looked right through me Knife to my head when she talks so sweetly Knife in my head when I think of Cindy Knife in my head is the taste of Cindy

Honestly, this is a really relatable song for me because my ex did this to me whenever we broke up, and I tried to to get her back. Most of the songs off Psychocandy are about a girl who hurt the singer. The drug songs came later (when they could actually afford to abuse them).
