I understand the homelessness connotations in the early verses but the last verse doesn't seem to fit for me.
I'd suggest it is perhaps more about just some teenage kids that are "misfits" (haven't conformed to society). So on the beach they are ignored (don't pay them any attention and they'll go away mentality), "good people" / Church views them as irresponsible etc. etc.
To me that interpretation fits in better with the last verse, as they are misfits but still have their own parties ... although given their appearance neighbours call the cops on them.
