I’ve watched that YouTube video many times. Like a lot of artists, Gord changed, added, modified his lyrics occasionally. Therefore “He” came down can and does change. He also uses “They” prayed all night (for the soldiers going off to war) and “He” prayed all night.
Others here mentioned the Vietnam war era. I heard an interview with Gord where he referenced the “young girls everywhere” (they prayed all night) for the young men that they knew, on the summer side of life; going off to fight
