This song, in my interpretation, is about someone taking a 10,000 foot view of humanity and realizing how much we separate ourselves from each other & separate ourselves from God. We're all cut of the same cloth and the sooner we realize that we are all brothers & sisters, essentially children of God, the better off we'll be.
We don't have to search anymore because the R-U-L-E-S is spelled out plainly in the written word of God. When you remove the RULES from "OUR LIVES" you're left with the VOI...(presumably) D. The void is a vast empty darkness free of light with no answers and no love.
