Well she made it clear in an interview that The Golden Phone is a suicide device located at a notorious suicide spot at Golden Gate Bridge. The reference to mongrels suggests to me someone making a call home whilst contemplating suicide and the only hearers of that call are the household pets. Even if I'm sway off beam there I like the idea anyway.
