I don't want to claim I know what the singer means in these lyrics, but I interpret these words as being about loosing a love that one desperately needs for a peaceful life.
This idea is beautifully illustrated with the ship medaphor. The ship is the relationship that is needed in order for the sailor to navigate the turmultious sea (life). The sail (trust) comes crashing down, showing that trust and security are almost lost. The sailor holds fast to the rope (the partner's love) to hopefully save the sinking ship, but it's slipping away. However, the sailor won't let go or stop trying to salvage the relationSHIP, until the waves crash over and it's completely sunk.
