The moon is a 'heavenly body' as described later in the song. Thus, it makes me think that as the closest and most visible, it represents society as a whole. The 'song' of society are the intrinsic morals and behaviors that are renowned as being acceptable. As many people are afraid of being looked upon as outcasts, despite what they really think or believe, they are 'trembling to its tune'. The second part of the first verse I believe represents society's overall mob-mentality when it comes to highlighting the views and actions of those that defy expectations.
