My interpretation of the words "Blue Headlights" is that it means to be outwardly and obviously upset, miserable, heartbroken. Blue, a cold colour, but also meaning here I think the state of being "blue". Headlights, well, they act to project and illuminate, in this sense projecting to the world that she is "blue", she's depressed, upset, heartbroken.
She's optimistic in the fact she hopes she's not the only one feeling this way, that she's not the only one with "blue headlights". She feels that these hurt people are the only genuine souls left, because they still feel their hurt.
The last few lines, I can take two ways.

The first is quite a bleak outlook, putting a happy face on things, making to the world that you're happy, full of love. Go out, take your love, find a partner, the cycle of hurt and heartbreak repeating. Given the other songs off the album, like Impossible and Hard Rain, I think I lean toward this more, the whole album is about heartbreak and relationships breaking up, the memories and feelings that go with that.
The other way I see these lines is to work on yourself, to become healed and really go "to town" on your love. To love in the best way that you can do, it's a message about not being jerks in love to people, that everyone should love to the best they can.
