My interpretation is that it's about a love interest who has the narrator pretty much around their finger. Every time the narrator moves on this character turns up in some broken, perhaps repentant, pitiable or compassion evoking state and the narrator changes their mind 'and it starts all over again'.
For instance 'so I put down the poison pen' the narrator could be writing a harsh song about the other character and quits it.) The second stanza of the first verse speaks to the idea of the narrator believing themselves in the control of the other character, or at least helpless to control their reactions to certain things.
The line 'You just want everyone talk slow and give you consent' is just a knockout.
