I think that this song is mainly about those revolutionaries leaders Before rebelling against the figure that rules them

Telling them To think again before making their decision to start a revolution against their governments or their kingdoms or whatever, to consider The consequences of their doing

" Don't come closer, cos it ain't safe here, Just turn around now and walk away. I've gotta tell you, there are no rules here, Sometimes I wonder, what goes on there, Behind those eyes"

And made them think that even after winning this "whatever", they have a responsibility for those who support them...

" When a promise is broken, and no one trusts you, Young ones crying with there heads in their hands When you talk about saving, the souls of the faithful, You can't help thinking you've got blood on your Hands. From a cross of thorns"

-Then the lyrics take you to the after of the saga:

That those leaders after they gain victory, they never kept their promises towards those who believed in them
