I always thought this song was directed at british prime minister Tony Blair. I think Paul, like a lot of Brits, felt that Tony Blair was pressured into military action by President Bush and the U.S. I think this song is to him, telling him that it is okay to admit a mistake, try to correct it and move on.

Paul also called out another british prime minister in the past. He called out prime minister Edwin Heath in the bridge of George Harrison's "Taxman" when he sang "Ah ha Mr. Heath". John originally wrote the bridge which was "Anybody got a bit of money" but it was later changed to "Ah ha, Mr. Wilson, Ah ha Mr, Heath" on the final cut.
