Personally I think that since Oli is an atheist like me, this song is about his disbelief in an afterlife. When Oli sings "Can you tell from the look in her eyes, we're going nowhere" I think he is making a reference to death and that when we die "We're going nowhere". The word sempiternal means everlasting or eternal and I think that when Oli says "This is sempiternal" he is saying that the universe goes on forever.
