I think given the war theme it's about PTSD. He's rambling in this crazy manner like he has lost his mind "I want out!" like someone who's been traumatized by what he has seen in war and just wants to go back home.
Then when the melodic chorus comes in he says, "I want a mutually assured destructive life seizing separate culture to take me over. Moving silent like radar,
take me over and blow out my mind. Full disclosure coming sponsored by no one. Take me over and blow out my mind ejected." Maybe he's asking to die, whether it be in combat or by his own hand. The chorus becomes less aggressive and more melodic as he realizes he has figured a way out if it's my suicide theory. It sounds like he's almost begging to die.
Or maybe it's him wanting for the war to end. If the sacrifice of his life could potentially mean an end to the fighting it would all be worth it. Maybe that's why the chorus is so uplifting. He's found the hope and courage to keep fighting on and see the happy ending after all this blood shed.
