I think this is a deeply personal ballad about the way Ryan Adams experiences life. He has inherited a "blue sky" personality or demeanor for day to day living that was essential for him growing up in emotional turmoil. Some perhaps always live in the "blue sky" where there's no rain or storms because they just say so. But "nobody goes to sleep for days" and are "trying not to slide into the ocean." Somethings up that must be dealt with.
Adams sings about the pain, courage, love, impatience, and earnestness, tied up in trying to explain the storms a dear one (perhaps self) doesn't want to admit to.
