Mainly because Kuzco is planning to have that entire peasant village bulldozed to put in a water ride. However, Kuzco is turned into a Llama when Yzma attempts to poison him. He ends up needing Pacha's help, and Pacha realizes Yzma and Kronk are trying to kill Kuzco. Pacha's goodness soften's Kuzco's heart and he changes his mind about the water park and desides to build it where there are no people living.
