I think that this song is about a man that is having trouble deciding how he feels about an emotionally distant or cold woman. It seems like she's cold at times and because of that, she blames him (or at least it seems that she blames him) for any problems that the two have, but at the times when she shows love or compassion, his hope for a happy relationship is renewed. I think that since she goes back and forth, he can't decide how he truly feels towards her, so he can't decide how to handle the relationship itself.
