From my point of view this song is all about the passivity of most people regarding the world's continual degradation (may it be about wars, human treatments or about ecologic issues).
It also points out the fact that most of those passive people aren't so because they don't want to cry out and stand for more human values but because they have been learned (and forced) not to (educational, media and political manipulation).
BUT, the end of the song directly leads towards the conclusion it isn't always an absolute state of mind. Human beings have also done good things and if that kindness could be used at a greater scale, this may result in a better world.
Tim is calling for that goodness to shine in and out of us all.
