I believe that this song is about always being told what to do, and if we step out of line, we are punished. We are told all of our lives to adhere to the decisions of superiors regardless of what we think of them. The fact of the matter is that we all make mistakes and there is nothing wrong with that. The "I don't want to wait" aspect refers to not wanting to always be restricted. Taken out of context, the "Fragile water I'm sure they'll put off til tomorrow" part shows that the restrictions placed upon us could be inhibiting us from changing the world and shaping it for the greater good.
