I feel like whatever the song is about, the "too hot to handle, too cold to shovel" refers to a subject matter or issue that's too hard to face but impossible to bury.
The rest of it, I'm at a loss. I feel like maybe it's an internal dialogue---maybe the "we" is a Greek chorus "we." But then I think that maybe it's more straightforward---perhaps a crowd judging people they perceive as the authority. Hence, the "They" are the people who don't see or care about them getting into trouble in clear view (backs of cars), and these people are the ones who need the "stake through the heart."
