I believe the lyrics are a clever way of saying that those who remain silent, do nothing, are not proactive, or do not think for themselves, are subject to the outcome of the beliefs of the status quo. In this case the status quo ('fools') have already doomed themselves to the 'death and darkness' approaching the 'wall' of the 'city'. If 'you've nothing to say' and don't react to the situation then the walls will be 'breaking away'. Those that 'kill the spirit' of responding properly to the situation because confrontation is involved ('you burn your fingers') have given up without a fight ('it's over, it's done'). If you 'break the circle and stop the movement' (the doomed belief) then there is a chance of defeating the problem at hand. 'It might start rolling and take you right back around' if you are not constantly on guard against and vigilant to the beliefs of the status quo.
