Bob Dylan wrote this song, so if you want to muse on his intentions behind this song you should look up that version.

Being a Hendrix fan I feel this needs an honourable mention, though, and whilst doing so I would like to give my perspective on the lyrics. Mind you, these are my feelings, and not based on anything related to Bob Dylan's life.

A friend of mine sent this one to me (YouTube link) when I was in the middle of a breakup with a pretty narcissistic person that I had been trying to leave for quite some time, but not had the strength to.

The way I see it, 'he' in the song doesn't love the person spoken to. He just want them around for selfish reasons, and the person addressed is broken down, slowly but surely.

'How can you say he will haunt you / You can go back to him anytime you want to'

You're holding all the cards here. The abuser needs you more than you need him.

Basically, the speaker is urging the abused person to leave throughout the song. I don't know if you should take the 'crawl out your window' part literally, but I suppose you could if you like.
