This is a bit of a Stretch, but I think it's about the LGBT Community. It's not the First Time, „September's Children“ was about the LGBT Community, in association with the „It Gets Better Project“. I think Tim's Putting himself in the POV of a Homosexual Person:

Out with a Bang = Suicide (Many are led to Suicide from all the Bulling/Abuse). Nothing has Changed = There are still a lot of people who will go on without end on how they believe Homosexuality is Wrong.

„The moments of clarity here are short lived Bleed through the bandages again The wind is a lie, no longer white Black as a day without sun“ Moments... are short lived = Few People actually Stand up for Gays Bleed through the Bandages = Internal Suffering, Depression, possible Suicidal Thoughts. Black as a Day without Sun = Feeling of No Hope, there's a beautiful Sky up there, but you can't get to it because it'S blocked by Clouds or Something.

„Passed out in a gutter Woke up in your arms Nursed back into color The same touch that heals me Left the scar“ Passed out in a Gutter = Psychical Violence/Abuse. Woke up in Your Arms...Nursed me back into Colour = a Supporter of LGBT Equality is there for them The Same touch that heals me... LEFT THE SCAR! = (it should be in all caps 'cause it's Screamed) maybe someone the person Trusted, like a Parent of Friend who was there for them, until they found out they were Gay, then they turned against them.

„And the world works in ways that I never Have claimed to know We got out and fought through the weather But it followed The view from here isn't better But it’s all we know It’s all we know“ The World works in ways I have never Claimed to know = He can't believe why this is, why people just can't accept the LGBT Community. Love is Love, regardless of Gender Difference or Gender Similarity. We got out and Fought through the weather but it Followed = Either Fighting or Ignoring the Homophobes, but even after the Battle is over the Homophobes still repeatedly keep bashing them. The View from here isn't Better, but it's all we Know = Nothing seems to be Working, everywhere he goes, someone Speaks out against him.

We stand at the end of the longest times / We stand at the end of the Borderlines = Everytime their Picked on, it seems like it never ends, because it happens so often. We have been Damned, we have survived, we came back to Homes we don't Recognise = Homosexuals have been Discriminated, Hated, Abused, Beaten and even Killed, just for their Personality. But they still carry on, even if all didn't make it, some still Carry on. Who we Become you won't Recognise / we Return here all Together = This is Directed at the Homophobes, basically saying „If you don't like us because of who we are... then Fuck You! We're not Giving Up. We'll always Stand Together.“

Overall, I think it's a Great Song. I'm not 100% on this Interpretation, this is just my Educated Guess. I'm actually not even part of the LGBT Community Myself, I am a Straight Man, but I fucking Hate people who hate the LGBT Community. To me, it's just as offensive and Unacceptable as Racism, Sexism and Xenophobia. Or just Discrimination in General. I'm not Gay, but I wish I was just to Piss of Homophobes. And for any one out there Part of the LGBT Community, I'm with Tim (And probably the rest of Rise Against as well), I may not be a Part of you, but I'm willing to Walk with you until the End.
