I think everyone is taking this song too literally...
Did anyone find it odd that:
The dog somehow found its way high in a tree.
He's pleading for the dog to come down.
He went out to the forest to give his dog dinner.
The dog "slipping" or accidentally falling is not mentioned.
The song mentions a vet, but he says ultimately the "doctor" could not save the dog.
I interpret this song as a friend or loved one committing suicide, with the dog acting as a metaphorical representation. In the "real" story, avey brings his friend dinner because he knows he/she is depressed, and finds them on a high surface threatening to jump. He tries to get them down, but he/she jumps, breaks their neck, and the doctor cannot do anything to help.
The line "I remember when I first got you, dog" could be referring to when they met. The lyrics about seeing another dog and wishing they could chase them around could simply mean that avey is still thinking about his late friend.
He probably used a dog as symbol because of the innocent connotation of the animal or to convey the special relationship they had ("You're the best doggy" - You're the best friend).
