I believe this song is about masturbation and the fantasy of a woman he wants.

i think once you have the masturbation metaphor in your mind, it's pretty easy to see how the rest of the lyrics coincide with my theory. Most of Buckley's songs are about love and how he tries to capture those moments with his music...I may be wrong, but now I can't listen to this song without thinking about this act that is so delicate and vulgar at the same time.
