Essentially the singer is talking to someone who thinks he knows everything, and thinks he is completely in control of things, but in reality, he is not. At the time this was released, the world was coming out of a recession, and still building up nuclear arms. They were also starting to feed us placebos that haunt us to this day. I think on a deeper level, Bob was warning about that.
