I personally see it as someone being in a relationship with someone, where things they've been together a long time but neither really want to get married to each other. They still love each other, but both start to get nostalgic about their youth and when they were out every night and young and rebellious.
Eg "Lately I've been seeing things
Belly button piercings (reminders of rebellious youth)
in the sky at night
When we're side by side (they now share a bed at night like a true, respectable couple)
And I don't mean to rain on anybody's cabaret (He's not putting down anyone who wants no romantic involvement or just thrills just because he's now "tied down", if anything he misses it)
One of those games you're gonna lose
But you wanna play it just in case
(In relationships, you can only go on to break or marry, and both can be seen as losing, but you play because you're in love and hopeful things will turn out well)
And now it's getting dark and the sky looks sticky (A cloud of doubt is coming to their relationship as both feel pressure to move forward or break up)
More like black treacle than tar (Both of these are viscous substances, and act as a metaphor for him being stuck in this relationship. Black tar is foul, but however, black treacle is still sweet. He still dotes on her, he's just not sure he wants to marry her.)

(Neither of them go out to have a good time anymore as they act a mature and proper couple, and the bleak sky shows that neither really have faith they can stay together forever).

And you talk the talk alright
Do you walk the walk or catch the train?
You wanted it, you got it
But you don't want it now
(I think this is all about the fact both think too much on how long their relationship can last, and challenges why they do this. The last few lines say, 'you did step up to the plate and date her, and you want to stay with her, but can you really last that long term?')

(He doesn't know what he's doing as he's never been in a relationship with the prospect of marriage: he has no experience to work off and no idea what to do, and he feels stuck. Second line gives an example of someone who would have no idea what they are doing.)
And I tried last night to pack away a laugh
Like a key under the mat
But it never seems to be there when you want it
(He tried to shrug it off and joke with himself, but he just ended up burying the fact he wants to be free. The key is a metaphor for opening the door to freedom, but there isn't an open door at the moment. He's trying to laugh about the fact that whenever you want a girlfriend there never seems to be anyone, but now, its only her and he doesn't know if she's the one.)
