"Early morning, dreary horizon
Aching hands are pulling a millstone"
I get the image of an old mill worker who died, and as a ghost, continues the job he had in life.
"Wailing from the cart
Moaning from a shattered heart
And he’s scared of walking in the dark
It hurts when the rain falls on his skin"
He cries and moans over the regrets he had about his life, and they are what is keeping him here. He's burned down many bridges HIMSELF, and he fears being alone, moving on, and thus, into the unknown. As far as his shattered heart, I believe it could be ANYTHING, not just a lover. There's no real romantic hinting in this song, honestly. It's obvious that he has caused some of this pain and regret himself as well. Everything hurts him because he cannot heal, and the pounding rain just drags him down even further.
"Oh he is worn out from marching
And he’s forgotten for what he’s searching
Yet he keeps up the stride
God knows that he won’t arrive"
He continues to march, though he is weary, that is all he feels he can do. He's forgotten his purpose, because he is dead and lost now. He is a ghost, he will never "arrive" anywhere anymore.
