I think this is about a Tyranist uprising.

This is the mysterious introduction. We don't know what is going on yet.

Nobody is expecting this to happen (refer to line one of this stanza). They decide to become socialist (end of line 2, line 3). Goulding is also stating that she has the power (fire) to keep this under control.

This is just saying that her group will watch the chaos with enjoyment, gaining strength from others' pain.

The rest is just repeated lines.
