I used to think the song was just a non-sequitur combination of a tribute to those classic Charles Atlas comic book ads and Frank's lust for young muscle men.
However I think the song is actually meant to be telling something of a story that fits into the musical, specifically the story of how Frank made his "man", Rocky Horror. He put ads in promising results in a week, and those that showed up "contributed" to Rocky so to speak. One of those was probably Eddie.
It's also a tribute to Charles Atlas ads, and a general expression of Frankie's lust, but it's also essential background to the story.
