To me a lot of the lines make sense if you look at it from the perspective of someone with a depression. Those people are in a sense "scavengers of human sorrow". They are stuck in their own misery and suck in those people around them that are trying to help. Always searching for the worst in things. The song is from the perspective of someone who is sick of depressed people using this mechanism.
But I'm sure this is only one of the many possible interpretations :)
