I didn't realize it at first, but the title is a Star Wars reference! Echo Base was the Rebel hideout on Hoth - a planet so snowy and windy it is almost uninhabitable. The Rebels carved out a base on it of many bridges, arches, tunnels through the icy caves - it was their only home in a world that they could not venture out into, for fear of either freezing or being hunted by giant monsters (Wampas). Similarly, I think this song is about having a lover who provides you a base of necessary (emotional) warmth in an otherwise (emotionally) cold world. The mentions of observing broken hearted people are reminiscent of looking at Hoth's frozen landscape, but then the chorus is kind of a thank you to Richard's wife or whoever, "babe you save me". Your lover is your Echo Base.
It's one of my favorite Verve songs too, so smooth and funky and it makes for both a relaxing and exciting listen.
