Definitely about cheating in the first verses with "I saw you messin' around (he say her with someone else) / We were down, the times were rough (they were obviously having difficulties in the relationship) / But was the light that you found / On the other side enough?" (He's asking if the other person she decided to give up everything for was worth ruining the relationship they had).
In the chorus, he basically asks her what he could possibly have done to warrant her leading him on when things were just starting to get better between them and finishes with that they are "so far from dealing with all these little games" - she is playing mind games with him and toying with his heart.
"Holding in so much you could drown" to me sounds like she would never speak up about what wasn't working in the relationship, but would rather hold everything back and be discontented while maintaining some type of grudge against him for whatever reason. But he says he's had enough, and later asks why she would even stay if she was so unhappy.
Great song, under-rated band.
