This is a very interesting song, but I don't think it's exclusively about R. Budd Dwyer, I think the fact that the title of the song is a memorable line from Scarface is more than just a coincidence.
For one thing, FNM did a cover of the theme from Scarface during their reunion tour, so they're definitely at least aware of the link.
I think this song is about paranoia. This is represented by Budd Dwyer', a man who went from being a respected politician to killing himself on live TV, and Tony Montana in Scarface going from a drug kingpin where the world was his, to his entire world falling down around him and ending up dead in a pool of blood in his own home, due to paranoia leading him to make the wrong decisions.
The lyrics "oh, What I would give for your eyes/I've
Seen it all before
You'd never blink again
Seen it all before" reflect the theme of paranoia brilliantly.
