Look, I think you all see more in this song than it was actually ment for. I don't think "he will powder his gums" is a reference to cocaine, actually it doesn't even make sence because of course you can call cocaine powder, but here powder is ment as a verb. I believe it's actually "he will powder his guns". I think the whole song is about a relationship in the Second World War. If you look closely, you can see there are some old-fashioned elements what's likeable for WW2. Also they talk about guns, borders, secrets and dangers of this escape. These words sound also like references to the WW2 and it sounds pretty much like a love that somehow isn't allowed in the war and so they have to escape. And in the end I think she's doubting if the escape is worth it because she asks him if he will stay.
