After reading ilovenickjonas1494 interpretation something hit me and I had to sign up. It does sound like something a mother would say...just not Katniss's mother who has been emotionally absent in her life for years. It struck me that it's pretty similar to advise Haymitch gave her and so maybe this isn't a feminine voice, but a masculine one.

Perhaps this could be interpreted as unheard words from her father in "kingdom come" or the next life. Especially the lines "A cold wind's whispering secrets in your ear" and "Tall trees bend and lean pointing where to go". They spent years in the woods together, him teaching her about nature and how to hunt and forage. There is this other worldliness about it, as if he'll be on the wind whispering and bending those trees to guide her. He hopes she can run and survive BUT if not he'll be waiting for her. Even if she doesn't make it, its nothing to fret about because it will end quickly and they can be together again.

I know from interviews for Safe and Sound that Joy and John Paul read all the books and had intentionally kept the lyrics vague so it could be open to multiple interpretations for multiple characters. I love the movies but I didn't think they quite conveyed the damaged relationship between Katniss and her mother and the strong bond she had with her father before his death.
