I always think of my grandma suffering from Dementia when listening to this. It seems really likely that it is about Dementia/alzheimer's disease.
Aside from the obvious forgetting, there is a lot of emotional extremes with someone suffering from this type of disease. They can cry at the drop of a hat. It's a state of constant confusion, fear, frustration. Some patients get violent, some try to reclaim their freedom, some get inappropriate. Conversations repeat again and again, and as soon as they diverge, there's a mental reset. They can never know where they are for long, which is why they might smile at a wake or break down at a wedding.
The whole song feels like a very compassionate trip into the mind of someone suffering from Dementia, and experiencing the splashes of different emotions, followed by frequent forgetting, only to repeat.

That's just my 2 cents.
