I think this song is about a weird kind of unrequited love. One person loves another and the one they love has feelings for them back, but refuse to act on them.
Ex: " As we are floating in the blue

Oh boy your eyes betray what burns inside you"
The one they love stay focused on themselves and try to act like they don't notice the other person's feelings while the one who loves them is longing to be noticed back by that person.
Ex: "Whatever I feel for you
You only seem to care about you
Is there any chance you could see me too?
'Cause I love you
Is there anything I could do
Just to get some attention from you"
Or the person they love had felt something for them in the beginning, but got swept away by "the waves" (popular crowd maybe) and started to lose feelings for the person that loves them.
