Apparently this song was inspired by the 1969 film of the 1935 book about a depression-era dance competition. The title refers to the mercy killing of horses that have broken a leg.

But, regardless of the dance competition setting, I like to interpret it as a metaphor for life generally.. I am now inspired to seek out the film to see if it's as good as suggested.
