Pretty good interpretations and I just have one small thing to add. I always thought the lyric was "I'm afraid I can't help it. I'm afraid I CAN." To me, if these are the correct lyrics, it adds to the description of fear. On the one hand people fear not having the power and control to change the world for the better, but on the other hand people are afraid of that very power because they are afraid of the responsibility.
